Pasila Government Agency Centre brings together more than ten central government organisations and the Helsinki Suomi-piste service point under one roof. SRV’s extensive major refurbishment transformed the property into a flexible work environment for around 5,000 people.
The extensive major refurbishment of Pasila Government Agency Centre in Helsinki, carried out for Senate Properties, was completed on schedule in spring 2026. Of the building’s total area of approximately 31,000 m² GFA, we refurbished 19,000 m² GFA to create modern, flexible workspaces that support the needs of a changing working life.
We carried out extensive alterations and major refurbishment work in the property, which was completed in 1982. The project created Finland’s largest shared work environment for more than ten different organisations. At the same time, the Helsinki Suomi-piste service point was built in the property, bringing public-sector services together in one location for easy access by citizens.
High-quality delivery in a demanding environment
We carried out the project in exceptional circumstances: the major refurbishment work was completed in phases while thousands of people continued to work in the building. This required careful planning, seamless cooperation and special working arrangements.
Work phases that generated significant noise were scheduled outside office hours to minimise disruption to the building’s users.

Collaboration was key to the project’s success
The project was carried out as a collaborative project management contract, with an emphasis on open cooperation, trust and shared objectives.
The tight schedule, extensive phasing and simultaneous work in an occupied building required continuous coordination and flexibility from all parties. The project was completed in phases through 16 partial handovers, the majority of which were completed with zero defects.
A shared work environment supports central government
The shared work environment completed at Pasila Government Agency Centre brings together 12 central government organisations and a shared customer service point under one roof. Around 5,000 people will work in the premises by the end of 2026.
The completed premises support the central government premises strategy, which aims to use space more efficiently, reduce costs and lower the carbon footprint.
The refurbished premises also make it easier for citizens to access services, as services from several government agencies are available during a single visit to the Helsinki Suomi-piste service point.
