SRV'S OPERATIONAL MODEL BRINGS NOTABLE COST SAVINGS IN THE TENDER FOR THE HELSINKI MUSIC CENTRE Following the negotiated procurement process, SRV has honed its tender for the Helsinki Music Centre. According to its operational model SRV has developed the plans together with the owner, consultants, designers and subcontractors. This has brought notable savings in the construction costs. The savings have mainly been reached through technical solutions without lowering the quality. The new solutions enable more efficient implementation. Also the subcontractors have brought out more economic alternatives and given binding tenders for them. The project has been divided into 60 purchasing packages, which all have been thoroughly scrutinised. Changes have been made in more than half of the packages. No single change has been decisive; the savings are a sum of numerous smaller changes. One of the biggest single saving comes from the new supportive structure of the class cladding. Also the frame structure has been developed into a more economic one. Metal doors, interior surfaces as well as steel stair cases and railings have been developed according to the quality classifications and they have been submitted to new bids. Some overlapping organisations have been discarded in the tender. The negotiated procurement process has given more time for the design work and resulted in more detailed design. This has led to decreased implementation risks and smaller risk provisions. The construction market in general has tightened up, which has also lowered the cost pressure in subcontracts. ”In the tender for the Music Centre, SRV's project management fee is fixed. So SRV has no interest to raise the costs for the hope of higher fee. As in other projects too, we aim for optimal solutions without compromising the quality”, says Eero Heliövaara, President and CEO of SRV. ”In SRV we are very pleased that together with the client we have reached the target without lowering the technical or architectural standard of the building.
